From what I've heard UD pulleys are great. The fans are also a really good mod, probably better than the pulleys, I just dont trust e-fans enough to do them myself.

Torque converter clutches are not designed to lock input shaft to crankshaft 100%. They are designed to have about 1-2% slip. In other words your trans is doing what it should do.
