'Splicing' is when you take two wires and combine them into one. You strip the rubber coating off about half an inch of two wires and wrap them around each other. Then you would connect them with a small wire nut or electrical tape.

In this case, you would take the two positive wires (one from each neon) and splice them together. Then you would take the two negative wires and splice them together. You would take the spliced positive (power) wire and run it to the red terminal (power) of the sub box and take the spliced negative (ground) wire and run it to the black terminal (ground) of the sub box.

No need to run it to another power source because the amp feeds it with enough power.

It's a pretty cool little trick.
