What is this orange plug?

What is this orange plug?

So about a year ago, I found this wire hanging down by my left wheel well. A few months before this, I had some 4wd work done at the dealership for that same tire. Covid hit and I got to work from home for over a year and didn't need to use my 4wd until just recently...and the truck says it is engaged fine, but my back end is whipping around like I'm in 2wd, it feels like the front tires aren't doing anything.

So, two questions: 1. What is the wire for and where does it need to go? 2. Is this possibly related to my 4wd not working, or is that another separate issue?

Generally speaking those are for block heaters.

Check the sides of the block for an entrance missing a connector, which is that orange connector.
