Is this a moving part?

Is this a moving part?

I'm routing some wire in flexible conduit from my engine to the back of the truck. Currently, I have it routed above the passenger tire between the frame and chassis to keep it away from the wheel and exhuast. However, the bolt is surrounded by a rubber grommet type thing, so I'm worried that the chassis may pinch the conduit. Here is a picture inside the wheel well where you can see where I ran the conduit. Is this dangerous?

That is a body mount, there is some movement but not alot. The rubber bushing keeps vibration from the frame/drivetrain from rumbling through the cab. It also works as a buffer so the metal in the body doesn't fatigue and crack.

I ran my wires inside the frame rail with a coat hanger.

Looks like it may pinch a bit, but I doubt enough to hurt the wires inside.
