Im my experience no. However, dealerships can be a PITA about actually doing them.

In my experience a technical service bulletin is not a recall. Therefore it is not free unless your vehicle is under warranty.

It depends on the TSB, for the most part a TSB is exactly what the acronym stands for.

Technical Service Bulletin.

They are there to aid technicians in diagnosing issues that have been recognized as fairly common and that Ford has come up with a fix for. Most often a TSB is covered under the original factory warranty but beyond that it's customer pay.

In a very few cases a TSB can provide additional coverage at no charge beyond the end of the factory warranty and if it does it's right there in black and white when you read the TSB.

I just copied this directly from the text for TSB 05-10-12,

"WARRANTY STATUS:
Eligible Under Provisions Of New Vehicle Limited Warranty Coverage"

A TSB is a guideline on how to fix a known problem, not a guarantee that you get fixed for free, that's what (safety) recalls are for.

If you are in factory warranty coverage, it should be repaired at no cost to you

If you are out of warranty it will be treated just like any other concern you might have. Gotta pay to play
