I don't think your problem is a rev limiter. That should be at minimum 5k. Start looking for other problems. Definitely check to see if there are any codes.

If this were a F-150, I'd say to check the FPDM for corrosion and replace if needed.

It could be the rev limiting function kicking in too early - due to a faulty PCM or corrupted programming - or a problem with a sensor or wiring somewhere.
