it did go back to the 13's when the a/c (and radiator fans since they are connected) was shut off.

Put the new alternator in today. Its now reading 14.5 Volts at idle without a load and 14 volts at idle under load. so hopefully that fixes the issue. Thanks for the help and information guys.
