OP most of the responses you bought them onto you, you asked about what works best, yet you didn't mention what is the solid purpose of SAS, trail riding, mud, street driven? Size of tires? Weekend warrior or daily driven?
That would give everyone a great idea as to what you plan to accomplish with this build because otherwise somebody else could of stated drop it off at a shop and pay $30K to have a trail riding beast built without getting your hands dirty.
You seem to know what you want but maybe if you further elaborate we can put all ideas together.
The assumption of $12K can easily be drawn up for doing both axles and fabrication and misc. components

I've done two SAS of my old 99 f150 both were leaf sprung and both were monsters. Your truck would need the front frame boxed or cut out and replaced to get rid of crumple zones if you want to run leaf springs. I personally wouldn't put leaf springs on that truck, I look at ride quality an ifs lift for your truck will ride better than a leaf sprung SAS, why dump that much money into it to have a harsh ride? You will have to come up with an idea for a steering box since those years don't have one, which wouldn't be hard.
I personally would want 10k set aside, as I'd rather have too much money other than not enough. But I'd say 8k would be a realistic price if you can do the work.
Remember salvage yards and craigslist are your friends don't rush to buy something cause chances are you will find the same thing cheaper if you look.
The other route is to so the old radius arm and coil spring that was so popular in the early 90's if you go that route you might be a little cheaper.
