I've seen this kind of accident plenty of times but pictures are really important. Not to show us but to nail their butt to the wall if they try to wiggle out of paying for it. Take pictures of everything from every angle imaginable. Also try to get an independent appraiser. If the guy that determines the value of everything is friends with them in any way you wont get a decent price. That has happened to us where there was a less than honest appraisal.

Get a video of EVERYTHING!
Then chop it up and publicize it everywhere... like youtube, viddler, blip.tv, just to name a few. Get others in the local area involved. Make a giant deal about it.
Then go after the local newspapers, and news stations, chop up some videos and pictures of it, and pay them to get it on front page until they pay.
Publicizing anything negative about the government or it's little law enforcement agencies these days and they will give you whatever you want to shut your can.
Then get some politicians involved... have them put their 2 cents in... have them do it in video if you can... if not in writing is just as good.
Once it's majorly public, the government will try to cover it up using as much money as possible.

I'm not in the stone age but I have been involved in insurance fraud and similar situations that made it up to the state attorney general's office. Highly detailed pictures can do more than any youtube video.

But take some high res photos... do all you can.
Something similar to this happend in our department last year....Officer chose to swerve and avoid a drunk driver who cut him off while going to a call and lost control of the car. He ended up hitting a house and knocking it off the foundation a little.
City paid for everything. Just keep track of everything that is damaged. Police/Fire/City departments have insurance just like everyone else. You will get everything fixed its just going to take some time obviously. Sorry for your hardship.

Dude, you've already got life and bull chips confused if you think they're going to give you that for your truck. An 06 SCab XLT in fair condition lists at KBB in your zip code at 11,500 and if you get half of that you'll be lucky. Please don't misunderstand this post, I'd love to see you get that. But it ain't gonna happen. Can you PROVE that the truck was pristine like pics of it within the last few weeks? Receipts for repairs means almost nothing to a court. To them it's going to look all beat to heck. Any mods you can forget like window tint, exhaust, etc cause they ain't paying for it. And the biggest problem you'll have is the judge that will be sitting on your lawsuit is paid by the same people that you are suing. I've sat in a court room as an expert witness and I can tell you they are going to pay you what THEY want, not what you want. But I wish you the best of luck with this. I'd suggest putting some majorly huge pipes in the ground along the road so this doesn't happen again. And remember, document, document, document. A well kept diary IS admisable in a court as a legal document.
You've got it nailed... that's why I said get some politicians involved... and get it in the media. The sad part is the government will shut you up by filling you with money. That is how the government fills it's ugly holes these days... money, money, money. Money is the government's solution to everything. If the government sees something bad coming from the political and media hype, they will throw money at it to douse the flames.
All you have to do is go on Google and find some local politicians, and convince them of this and that in your best needs. Usually they are nice enough to help you out, or at least make a big deal out of it. Especially if you can convince the politician that it is in their best favor too.
In fact, posting on here is already your first step to some hype... you see... even on a truck forum alone, we've got people all stirred up.
