Stuff like that causes a lot of confusion and grief to both the customer and the dealer, since people now may storm into a Ford dealer and demand that their calipers, rotors and pads be replaced because "TSB **-**-** said so!" even though their truck doesn't fall within the replacement date or their parts aren't ones subject to replacement. Yes, the TSB regarding brake pulsation/shudder has been updated and revised to include updated loaded calipers, rotors, and maybe a rack and pinion, but it depends on what your truck has in it and when it was built. Dealers might not replace parts under a TSB that don't fall within the replacement range, for fear of getting charged back by Ford for those parts depending on where they stand with the amount and type of warranty claims they've already got.

I took my truck in twice to balance the tires: @3,000, and 6,000.
At 9,000, I took it to them and said that the rotors are probably warped now since ya'll can't get the tires balanced....and sure enough, they said the rotors were too warped to be turned......after they replaced the rotors, and I was returning the loaner car while they brought my truck around, they heard a scratching.....turns outth etech didn't seat the brake pad in right and the clips were rubbing the rotor.
No big deal since it was pretty much a hassle free experience. They did, however, scratch my chrome-plated steel rims while popping the center caps off....not only after the 3,000 service, but even after I told them about it during the 6,000 service. I'm still debating whether or not to through a fit over that.
