Well, there is two types of rust, surface rust and then you got the penetrating rust.
Just because the surface is rusty, doesn't necessarily mean there is a weakened frame.
I would say at this point, it is best to take it to a reputable body shop and see what they have to say.
Most body shops are honest about non-accident work, because they know they won't get a lot of money, and they generally don't care about the money, because they can easily get it from an insurance company.
I've gotten body work done that was the cause of my own fault on my own premises (ran into one of my trucks with my tractor not paying attention). When I got the quote I was shocked at how cheap it was... totally different than the way insurance companies do things. Bet the insurance company would've estimated 3x what I paid to have a dent and a paint job done for, but I didn't want to create a concern nor did I want my insurance to get jacked up.
