I'm not going to give up till you post pics of your plug and socket separately. I may be wrong, but I need better visual proof to give up. The pic I just posted (the top one) is from the Etrailer page for the adapter that you posted:
I'm still searching for proof, but I'm pretty sure that is the differential speed sensor diagnostic connector. The wire colors are the same as the differential speed sensor and I found a wiring diagram reference.
I think you are on to something. I just went out and looked at my 03 and it doesn't have that socket behind the hood release - probably because it has 4 wheel ABS. Your schematic is for earlier rear only ABS trucks. I also found my TB controller socket, it's clipped to a bracket next to the OBD2 socket.
The socket the OP is asking about is DEFINITELY not for the TB controller. That's enough proof for me - how about you, SKRWZ?
I have a brake controller and it is connected to the socket above the OBDII connecter which is like the one you have pictured above.
My 1999 definitely has 4WABS as there are speed sensors in the front wheels, but the plug could be a leftover from earlier production. I did not have it in my 2001 Expy. I'm pretty confident it's a diag port for the diff VSS. I just fried my multimeter, so I can't check for a signal when moving.
I would bet both my ********* that it's not for the trailer brake though. I really like my *********, so that says a lot.
My '99 has Rear ABS only, and does have this "mystery" connector.
The Ford '99 F-150 Wiring Diagram book shows the DSS Data Link Connector as connector C268 (shown as C163 in the diagram for a '97 posted above). When I go to the book's Location Index, I find the following ...
When listed by Component, it says the connector is located "Left side of Central Junction Box"
When listed by Connector, it says the connector is located "Behind left side of I/P" This listing also says the connector is black and has 3 terminals.

Yeah, not gonna happen with that connector.. There is always a 'blue' wire involved.
My old Prodigy has 4 wires to it. Black, white, red, blue.
The end that plugs into the Prodigy is the "flat 4" connector.
The end that plugged under the dash was square and plugged into the socket next to the computer plug... It has space for 6 pins, but only 4 of them are used for the Prodigy.
I seem to recall a plug like that on my 97 F150 next to the hood release bracket... Most definately not what I plugged my brake controller into..

4 wheel ABS wasn't standard across the board till 2001.
In 1999, rear drums and RABS was standard on the XL, 4 wheel discs and 4WABS was standard on XLT and Lariat, optional on XL. I would guess that the OP has a 1997-2000 XL due to the rubber floor mats and stick shift.
The book's schematic shows the LG/BK and R/PK wires running from the DSS Data Link Connector (C268) to the RABS module, which appears to be located somewhere behind the radio (at B-7 on the pic I posted above). Out of sheer curiosity, the next time I have my dash torn apart I'll see if the mystery connector and the RABS module are connected.
My guess is this connector is indeed the DSS Data Link Connector (and the book is in error saying the connector is black and with 3 terminals). The wire colors are correct, and I do vaguely remember reading on this forum years ago that the connector was "some type of data port".
I believe I referred to it in one of my write-ups as an "unused electrical plug"

The plug does have space for 3 pins, but only two are pinned. The 3rd is an empty hole.
We must have different service manuals, but I did find this stuff.
This says there should be a black wire in the third pin?
This one correctly list the color.
This one says what it is but says it's in the central junction box - at least for 2003.
My '99 Wiring Diagrams book also has the schematics for the 4WABS system. This shows no data port on the LG/BK and RD/PK wires between the Differential Speed Sensor and the 4WABS module.
The '99 book also only shows connector faces of connectors with 6 pins or more, so no pic of C268 is included.

Sorry to reopen an old thread but this is a Trailer Brake connection for these trucks that have the towing package factory installed. The connector has a pigtail that came in the glove box of the new trucks. That pigtail is used to connect to the Trailer Brake controller. I bought my 98 brand new and I have this connector under the dash near the hood open switch. Just trying to clarify for people who are looking for this information.
