The water is probably just from it sitting.
Yes, you can have a misfire from lack of fuel.

 

Well, fixed the misfire. I pulled the plug on #2 and the gap was completely closed with carbon. Replaced. Still had the misfire so I replaced the COP and boot and misfire is gone. Also, haven't had any issues with starting since I replaced the fuel filter. Crossing my fingers it stays that way.

 

Check that, CEL is back on. Car started rough idling this morning and was kind of loping while driving up small inclines around 40mph. I'll check the codes tonight.
