I feel lucky, my 99' F150 2wd Lariat had the fog light harness already in place. When I added fogs, it was a matter of adding the valance and lights, and swapping out the headlight switch. Seems hit and miss though, my buddie's 01' XLT ext. cab doesn't have the harness in place either.

The 00' front end should bolt right on to your 97' no problem. I swapped an 03' front onto my 97' and it was one of the Job1 trucks with the older header panel and one-piece headlight bucket assembly. I didn't swap the header panel and headlights out until later when I bought Lightning heads and corners. Not sure what exactly by 'bumper brackets' someone else meant, we literally unbolted a front bumper from an 03' and bolted it straight to my 97', nothing else needed. Unless of course you're buying a bare front bumper with nothing else, then I could see that.

As for the carpet, it will fit but the color won't match if your interior is tan. 97-99 used prairie tan, and 00+ use medium parchment and medium dark parchment.
