Are those rubber pieces supposed to be cracked and dried like that?

Note comment to check frame rust. The rusted section above rubber stop on lower arm is to limit upward travel of tire etc when hitting a bump. This metal bump stop is welded to the frame. Its shaped like a bowl with a small hole in the bottom that plugs and holds water. My '99 has the bottom of the bowl rusted out at 70K. His truck surely has this too. I'm not too concerned, don't plan on jumping. I did install HD shocks to control wheel bounce.

Most trucks in the north must have these rusted out as I have no other heavy rust. Has anyone fixed these, has anyone had a problem because of this?

Right, you have to keep that hole cleaned out or it does plug. I had to plenty.

Just don't stick an air hose blowing tool inside the hole, then hit the trigger. You won't like what happens.... - Guaranteed.
