New Ignition lock

Key has been getting stuck in ignition won't turn to start truck. Need to replace cylinder, found out it has PATS systems.

I have one good key, can i buy a new lock with two keys and tape the
old key up under the steering wheel somewhere to trick the truck into
starting?

What's a usual fee for a locksmith to come out and program the two keys?

I was told at the Ford Parts counter that only Ford can program the PATS, as only they have the codes (not sure if this is correct, but seems to make sense).
