I don't know where your getting your info. You can run anything you want, as long as your within eficiancy parameters. By design, they have converters that keep you legal.

Yes, they need re-torqing, from the center out, three or four times following install until seated.
I gained 6 max hp however I did gain HP over the RPM range.
