There is no voltage in L cluster, but vacuum/boost cauge which in my non-supercharged-truck shows only vacuum.

Perhaps some day I'll add blower so that I can get full functionality of new cluster.

Glad I ran into this thread, so once I get new rims, I'll have to pay a shop $150 max to get the cluster and gauges all calibrated?

$150 is just covering the ECM match and PATS programming.
If you let the shop to do "whole thing" i.e. removing the dash to get into the cluster and putting everything back on, you'll add another $150.

x2. Take dash apart and drive there with cluster just sitting in there. That way they don't charge you for labor.

To calibrate the speedometer for larger wheels or tires, just get a tuner and do it yourself
