Yea, in 99 the the robots went crazy @ 42' lb's. Ford has changed the numbers on some sheets, but not most , old sheets still read 14-16' lbs. No TSB yet.

New numbers are 28' lbs dry. If you use anti sieze (which isn't recommended) , deduct 33%.
