the clutch releases within an inch of the top. A shop told me IF it’s the clutch it would cost around 1200 or 1500 to replace clutch

If the clutch doesn't slip if you floor it in 5th at 40 mph it's still good. That price is about right for a complete clutch job. Disc, pressure plate, throwout bearing, slave cylinder, flywheel, rear main seal, and pilot bearing. Flywheel can be saved if it can be bench ground, not done by hand. Being that it's labor intensive - transmission has to be dropped - it only makes sense to do everything while you are in there.
When my plenum gaskets and isolator bolts started leaking it didn't throw a lean code, it threw an IMRC code. This shouldn't have anything to do with holding it on a hill. Use chocks till you get the e-brake fixed.

someone told me if you do remove the transmission you have to unbolt CAB and jack it up 4 inches to remove transmission. Is this true?

No, you don't need to jack the cab up.
It's not a bad job, just getting everything lined back up without busting the slave cylinder. Also, replace the slave cylinder.
There are tons of resources out there on here and the Internet on doing a clutch job on a M5OD. They've been around a block or two... since the 80's.
