More likely you're not following the correct procedure. Have you read the owner's manual, or the instructions on the driver's visor (if present)? If you don't have a manual, download it free from Ford, or the closest year offered. If it still won't work, read this caption:

Just a quick thought...although I openly admit I am passing on uncomfirmed rumors...
Does your truck have a brake light mounted in the center of the cab above the rear window? I have heard in the past that the light circuit is checked before the transfer case will shift from high/low range. The rationale being you should never attempt to shift from high to low or low to high range without first coming to a complete stop and continuing to press the brake pedal.
So the story goes, if that lamp is burned out or missing, or the fuse is blown, no ability to shift in to or out of low range.
However, you can shift between 4x2 and 4x4 high with no problems since that is ok while moving.

4-Low Shift Problem
i have a 94' with a electronic pushbutton. I have to have it at a full stop and shifted into neutral in order for the 4x4 low to engage and even then it is for only the most severe conditions, like 10mph at the fastest. I only mention this because sometimes the neutral part is overlooked. Good Luck

Yup already covered. Im following the correct procedure. This isnt my first truck with the push button 4x4 low.
Anybody ever removed the relay or module under the dash for it? Im not exactly sure which one it is, its supposed to be on the right side of the truck, near the heater core i think
