found this in my tire.....it's my permanent spare now, would rubber cement help keep everything together if I had to use it ?

I don't think you have to worry about it, but I'd "unscrew" the screw so that it doesn't do any further damage. Looks to me like it's only in the tread, and is outside of any cords. I don't think it will cause any additional damage if the screw is gone.

FWIW, I was at the dump last year and there was sharp glass on the slippery tipping floor, and on my way out I skidded out a little bit and the glass chewed my tires up a bit, almost looked like that.

After several thousand miles later, it was barely noticeable as it wore down.

 

Oh, you could certainly use tire patch glue, or maybe E6000 cement, which stays flexible. But, if it were me, I'd just get the screw out and call it good enough. I think I'd continue to drive on it too, rather than use it for a spare. The damage does not appear to be deep at all and I can't see how it would weaken the tread, especially since the hole is in line with the rotation of the tire. It it was crosswise, it MIGHT cause a chunk of the tread to break off, but even then, it might not be much of a factor.
