1994 f150 xl abs

I recently bought a 1994 F150 XL with 4.9L I-6 and automatic overdrive transmission.
The owners manual says it has ABS, but the ABS fuses and relay are missing from the power distribution box.
There are no wire terminals visible where the fuses and relay are supposed to be.
The brake master cylinder looks simple.
Did someone remove the ABS?

To make sure it has ABS look for the ABS wiring on the axle.

My research shows that the 1994 had rear wheel ABS standard.

Yep, I owned a 94 SWB F150 4x4. I bought it used with 35k miles on it and it had large 30x10.5-15 tires on it. I could easily lock up the front tires but not the rear.
