Bolt pattern isn't the same. Bolt pattern went from 5 on 5.5" to 5x135mm. About .2" difference iirc, another thing is they raised the minimum wheel limit from 15" to 16", so most stock wheels from pre-97 would be too small to clear the calipers anyways.

The 99 is also 'hub centric' meaning the lugs just hold the wheel to the hub and they do not support the wheel like the 95 wheels do (acorn lugs).
I recall someone a long time ago was able to get some 15" pre 97 wheels to fit, but it required some work to the front brake calipers and the center hole to make them fit...

Because unless they used the sketchy lug adapters, they'd need to drill out bigger holes on the wheels to line up with the studs or modify the studs on the hub, all of which aren't great ideas.
