Brake problems, '98

I did a search, but was unable to find my exact problem.

Before I deployed to the 'stan, I had problems with my rear brakes. My fronts were the only things grabbing with authority, and I didn't have time to mess with it since I was shipping out in a few days. A friend of the family said he'd take care of it for me, since he owns a tire shop, and was reasonably knowledgeable.

Now, almost a year later, I have it back. He said he replaced the master cylinder, rear shoes, and the right rear rigid brake line along the axle.

They're worse than ever now. The rears drag and squeal when driving slow. The pedal goes nearly to the bottom, then the rears lock up (no build up, just BRAKES NOW). Pumping them up makes no difference. I went to bleed the fronts, and they push fluid, but not as much force as I would expect (no air).
Any ideas out there?

Thanks
