ok can someone explain backspacing?
i under stand offset but bs?

Take a look at this website. It does a pretty good job at explaining this issues with offset and backspacing.

so the least amount of bs the more the tire/rim will stick out?

Right, a 4 1/2"BS will stick out 1" more than a 5 1/2"BS.
