cleaning my wheels

greetings on this used lariat i bought days ago the driver side rims are shiney and clean now that i cleaned them, however the passenger side both front and back wheels had a lot of "break carbon dust"? rust colored crap on them. What was the the cause of that when the other side didn't have a spec. perhaps someone missed the other side when they were cleaning a while back?

I was able to get much of it off using my fingernail and knife when lighty scraping but would a wire brush be ok on the wheels. I need to take more off.

Don't use a wire brush. Also, the previous owner obviously didn't wash them regularly.

i have heard that a small hand held steamer works well at melting the grime off of wheels. guys in my internet-elcamino club swear by it. i have never tried it myself (i don't let them get too bad).
