rear drums not working... like they should

Well i've been noticing lately that the pedal has to be pushed really hard to stop, and I can push it to the max at low speeds and not even lock them up... I took the drums off, cleaned out everything, made it look like new, shoes still show 1/8-1/4 left. 133k miles, never been replaced. Never had a brake line off, so no air in the system. Fluid is full. I put the rear on jack stands to test what I thought was happening. I put it in drive, got going about 30mph, hit the pedal, and nothing happened, i pushed as hard as i could, nothing. i pumped them as fast as I could, nothing. I push the ebrake and they lock up instantly. I put it in reverse, hit the brake, they will slow down the first time, then once they get going faster, I cant stop it. So this concluded my rear brakes do absolutely nothing for me... no wonder my front brake dust is so bad, and i have to push so hard on the pedal, and why abs never works in the rain and the front tires always lock up... So what would be the problem here?

Oh and I have 12-15 vacuum at idle.

the brake cylnder is worn out or the shoes are out of adjustment. theres a small sproket at the bottom that u adjust the drums out with.

Try bleeding the back brakes to see how the fluid comes out; good pressure, low pressure, spurts, ect.

This sounds like a frozen wheel cylinder, very common. You will need to either rebuild the wheel cylinder or buy a complete wheel cylinder replacement. It is not hard to do, bleeding the brakes is the hardest part

Good luck

Just be ready to flush/bleed the lines 3 or 4 times to get all the air and rust out so buy the big bottle of brake fluid. Good luck
