Can I get away with putting a 305/70/16 on a 7" wide wheel?

The rim is measured by the distance between the two beads, not the width of the entire rim. So it probably is a 7" wide wheel. A 305/70 16 has a rim range of 8-9.5" Squeezing that tire onto it will definitely crown the tire and cause it prematurely wear it in the middle. More importantly, it will stress the tire construction at the shoulder, which could overheat it and possibly cause de-lamination or failure.
Can you get it on, probably. Should you? No way.
