Question replaced drums, rear still bouncing?

I replaced the rear drums on my truck yesterday and the back end still has a bounce/shudder when i brake. The pads seemed to be in good condition, and the left rear drum was a different color than the right. I assume that was due to overheating? It is definitely coming from the rear because i can feel it with only the E-brake applied.

I am also feeling a surge, back and forth, when im just coasting about 5mph.
It feels like something is grabbing almost. Does this sound like a parking brake problem maybe? Any suggestions to why i feel that would be great!

Could the reason i still feel this is because i didnt change out the shoes also? They still had lots of life left in them, thats why i didnt change them out. The old drums (109k) were pretty grooved out.

Thanks for the help in advance!

I just recently had the same problem on my 97. It turned out that the wheel cylinders were sticking and once I replaced them it stops great.
