Wandell, as you know I am running 17x7.5 Stock wheels on my 01 4x4 Screw, I have been pondering new wheels and tires for a while now trying to get the "fat" look, without a lift. Could I run 17x10 American Racing Atlas wheels with a 265 70 17 and grab the fact look?

No, a 265mm wide tire is too narrow for a 10 inch wide wheel. I'm running 285's on a 10 inch wide wheel and they recommend a maximum rim width of 9 inches. I have had no problems at all, but I wouldn't try a 265.

From what I have read from other postings, you seem to be the local expert. I'm putting 285/75/16 on my 01 supercrew and would like to get a little more height out of the front without a liftkit. Wife is not a big fan of jacked up trucks. I've been told I could do this by cranking up the torsion bars. The only problem is I don't want it to ride like a tank. Is there a happy median? I would like to go up a inch or two. If you have any wisdom to share I would greatly apperciate it.

Just try it and see how you like it. Mark your adjustment bolts and crank them up a little and see how you like the ride. Don't forget to take some measurements to see how much lift you get. If the ride gets too stiff, back off the tension a little. The initial portion of your suspension travel will get a little stiffer as you add preload. Some people love the slightly stiffer ride, some hate it. Just judge for your self. Just don't drive around for a couple of weeks without getting an alignment and eat up your tires.
