Recently discovered that the 2001 F-150 has a black liner under the hood! Does anyone know if this liner will fit a 2000 F-150?

Yes. You can order the liner and attaching clips from your Ford Parts Dept. I pointed out to my dealer that my 2000 F150 was missing the liner, he installed one under warranty.

 

The liner is not missing from under your hood...early 2000s did not come with this (my October F-150 did not have one). When I picked up my 7/2000 build F-150..I was pleasantly surprised to see one.
