high revving 4.6

This is for my friend's 1999 F250 LD 4x4 with 4.6 and 5spd Manual Tranny.
He has irradic high revving. I've felt it occur between shifts when the clutch is pressed. It seems to go away for a while and suddenly appear 1 or 2 months later. The only constant is that is happens more often in higher humidity and heat. If he gives the gas a quick tap, it sometimes goes away. The truck has over 40k mi and is serviced regularly. He's thinking about trading it in for a different brand just because of this one stupid thing. Of course, if he does go with another truck manufacturer, I'll be saying "I told you so" until I'm blue in the face . This truck is as tough as nails.
I'm thinking it could be a problem with his IAC. Any help is greatly appreciated.

I've heard of a problem with the throttle linkage somewhere, can't remember where though... darn brain.
