Question Idle bounces between 600 - 700?

I've had an O2 sensor replaced, and from the factory, my rear O2 sensor harness was hooked up backwards, causing my CATS to stink, and the sensors to read backwards. Now that everything is "fixed", my idle constantly bounces between 600 and 700 RPM or so. Is this normal? My 99' had a nice steady idle all the time...
