To me you just answered your own question. The reason they sent out the bulletin was so they could squeak out every little bit of increase in fuel mileage and make ford's overall numbers look better. It simply means that 5W-20 provides adequate protection even on the older engines, AND you also might get a little better fuel mileage and make ford look better in the end.
