Doesnt fire at all? And you just put new plugs in... doubt its plugs. Might want to check your coils for spark. If the plugs are new and you have 40psi at the rail, I would say theyre not firing. Especially if you pulled them and they smell like gas.
Im not sure what it would be, fuse.. relay or something, duno. But I would say check for spark at any coil cause I doubt there is any.

Take a battery jumper cable from the HEAD to the negative side of the battery and see if it starts. If so, you have a bad ground.

You said you put this engine in the truck so obviously it is not the original. If it was rebuilt or the heads were removed at anytime, if the person putting the heads on used any kind of sealant on the head gasket or some even put sealant on the head bolts, you have just insulated the head from any ground and the head will have to have it's own ground or the plugs will not fire or will weak fire. The head is grounded thru the head bolts which must stay clean. Kapech?

Keep double checking your work. Might have missed something at the solenoid? Not sure but go over it all, check for motor to chassis ground straps. Theres a few that run from the block to the front intake plenum, right around the thermostat housing on your year I think.

Bleed the rail again, then try. Mine did the same thing when swapping injectors. Or wait a day or so, then start.
