Yes it is 50 cents cheaper in Houston and should be falling unlike gas.

Wait about a year or so and public E-85 stations will start to appear in California. In California, all gas stations, including E-85 stations, are required to have two vapor control systems - one to control the emissions when offloading the fuel from the tanker into the station tanks and the other to control emissions when fueling our cars and trucks. Because ethanol is corrosive to metals, gaskets, and seals used in the gasoline vapor control systems, there are no approved vapor E-85 recovery systems. California just finished the testing for a vapor control system for truck offloading and should have an approved system in the next six months.
