You can check the fuses with a continuity tester ..

Being a 91' your PCM may have crapped out. Not sure on that year if the ignition runs through the computor first or not

Have you tried the bypass yet?
I purchased a new Battery, "needed one anyhow". And still doesnt start. Shane, I have Bypassed it, and the starter cranks but does not start the engine. What does this mean. Thank you for all your help shane we will solve this one.

Am I understanding you made progress now that the starter cranks the engine?
If the key was left in the run position, the engine might start by crossing the terminals at the starter solenoid.
If this is right, you have entered into another area for a no start condition and need to move on to it..
This will involve start leads to the solenoid, ign switch and the TFI because 'it' has two inputs. One for start and one for run.
If the TFI start function is faulty, the motor will not fire.
Restate you present situation so we can regroup thoughts and make progress.

I wll put a new summary of whats happening with the truck.

This is a 91 Ford F250, 351.

When you turn the key on the truck in order to start it, the engine doesn't crank and you here nothing. All accesories on the truck do not work, (Wipers, Radio, Blower.) However the Light system work. (Brakes, Headlights.)

So far on the truck the following items have been replaced.

(Relay Switch <---This truck doesn't have a selenoid it uses a relay switch on the firewall, does the same thing as a selenoid. , Ignition Switch, Starter, Battery.)

Than I was told about bypassing the truck, putting jumpers or a metal object on both sides of the Relay Switch/Selenoid when the key is on the on position. I did that and the status of that is, The Starter Cranks, but the engine failes to start. It just keeps cranking that is all.

I hope this can help you all, Help me.

Thank you everyone for being so kind, lets please figure this one out.

If your truck has tilt steering it could still be the rod that goes from the key's down the column to the start switch assy that's bolted on the column close to the brake's. The rod may look OK but if a guide piece breaks off cauing the rod to flex up instead of going straight down it won't be able to move the start switch from Park to ACC to Run position and since the Start position is the farthest one and spring loaded a defective rod has a hard time starting the engine.

I'd unbolt the start switch from the lower column and manual move the contact's to see if you get ACC's then the Start position to see if it runs.

I know on my 89 they had a recall years ago to replace that switch, check to see if your truck was part of that recall, heck maybe it's already been done but the mech didn't tighten enough and it loose now ????

Don't forget to check all your fuse's

This is important.
The functions that don't work go thru the ignition switch.
The lights, brakes and that sort do not.
You have a switch problem that is being missed.

That.....yeah but, is what is stopping you.
Got to go beyond that, because there is something being missed.
There is no more to tell you or let the truck set.
Good luck..

there should be a couple heavy wires at the ignition switch that are battery
power one yellow one red/black if these don't have power
either you have a broken wire or a burnt fuse link a the starter soleniod
also check the wiring from the fire wall plug on top of the left
inner fender check for corrosion there (run your hand along the harness check for green dust ) also I have seen where
they have come unplugged
hope this helps

my thought is that you are not powering up from the ignition
so no power to ecm fuel pump etc
so no fuel no spark you can crank it for days and it won't start
