Horsepower on a budget ...

What mods and in what order should be done to increase HP in a 2001 5.4L? I want as much HP as I can get ... within reason.

I have the Edge Evolution, 3 in body lift and running 315/60/17 tires ....

What mod will give me the most HP for the money? headers? exhaust? subpercharger? programming? other? any suggestions or info is greatly appreciated!

If you got the money the supercharger is the way to go.

long tube headers, bigger throttle body, larger injectors (24#), stage 3 heads, and some tranny mods

this is the main question you need to ask yourself? r u gonna install the mods urself and how much is your budget?

Gears will not give you more HP, but you'll turn those big tires easier.
