I have a 94 F-150 with a 5.0L V8. I came across this as I was cleaning the mud out of my engine from a previous outing this past weekend. I don't know what it is or what it does. It honestly looks like an animal might of chewed on this. It is located on the passenger side next to the battery.

Here is a close up look at it. It looks like there is a type of screen on it. Is it supposed to be filled with a liquid?

And the Electrical cord that you see in the second picture is from my block heater.

that is you gas vapor canister-no liquid should be in there unless it is water-
you did say you were cleaning it-was it sumerged in water?

 

Could you make those pictures just a little bit larger please?

 

It's the charcoal canister for the evaporative emissions system, and it should have caps on those ports.
