I can't locate the OBD plug in for a power programmer on my 1995 Ford F150.

 

The OBD1 port is under the hood by the drivers side hood hinge.



I'm confused what kind or type of tuner you have to work with?

You can't program anything on a '95 EEC-IV. The only way to change the way the EEC works is to change it for one with a redesigned chip, or add a module in front of it to trick it out. Neither is particularly effective or cheap.
