What is it about an apartments , are you not allowed to raise the hood or something? Pull the brake booster 8 seconds stick it in the can .2 seconds- let it suck up from the the can until it just about quites and shut it off 9 seconds. Go in the house (apartment ) come back out 1/2 hour later fire it up let her warm up - reve it a few times then drive - it's cold ever car has a cloudy start lol . done ..

Well with Seafoam, there is the smoke aspect which wouldn't endear you to neighbours, I did mine when I was out on a job in the middle of nowhere, with no cell coverage. Fortunately for me, I didn't break anything and the smoke didn't offend anyone.
