Some can and some can't...
When I go my truck in 99 it would turn them over with the stock tires. The more worn the easier it was to spin them. When I replaced the stockers with Goodyear Wrangler AT's I was still able to turn them over.
My brothe-in-law also purchased a 99 identical to mine except in a different color and styleside bed. His truck had the same goodyear stock tires and the build date was within two weeks of each other. You couldn't spin those tires if you life depended on it. Same truck specks but my truck got better fuel milage and had better exceleration - it got even better when I put the air filter, exhaust, e-fans, and chip in.
