Gasoline Blends in NJ?

Gasoline Blends in NJ?
Wondering if anyone knows what, if any, requirements there are for blending ethanol in NJ. Wondering in my area (south jersey) who has the best btu rating. Anyone know where I could find this info on the web? I've looked and looked, and mostly what comes up is gas prices or gas taxes.
Down here, WaWa gas seems to be good quality. We also have Lukeoil (was Mobile), some Sunoco (I've seen signs on their pumps that state up to 10% Ethanol) and a local brand, Coastal.
I've been getting Wawa gas and recently needed to get some from Coastal. Seemed like my mpg for half a tank was noticabley lower than Wawa. I've tried Mobile which is good too, but more expensive than Wawa.
You would think I have better things to do with my time than to research gasoline. Actually, I do....

The best brand for mileage is CITGO.
Uses a Unical 16 additive package plus your state mandated extra oxygenation.
In controlled driving I have crowded 18+ mpg on trips and I think I can push it more if I tried, as opposed to Gulf, Mobil, Sunoco and some other brands.
I have learned not to use the no-name brands. They don't do very well.
You pay the low price but fill more often.

Different marketers have their own brews.
Citgo just happens to be one that is easy to get the info for.
In reguard to the common saying that it all comes thru the same pipe line is misleading.
The access at the beginning of the pipe lines is by different refining companies and exits to their terminals at the distant ends along the way.
What they do with sales after that is always an open to question.
Some goes to 'no name' stations when excess capacity is available. You don't know what package and quality is added for that use except where law dictates. This is usually why they are cheaper.
So the term 'same pipeline' has to be used with that in mind.
They have to sked the use of the major delivery routes per the companies' requests.
