Does this make sense (lack of power steering)

Today I was on an infamous off-ramp today and as I was HEAVILY braking I started to turn and it turned like a mother! It was a complete moose.

After checking things over, my only explaination for this lack of power steering is that the RPMs dropped too low. My idle speed is roughly 600 RPM. Is that where it should be or not? When I brake heavily I can get it to drop slightly below 500 RPM. Could this be my problem?

Yes, a low idle will cause heavy steering.

Clean or replace your IAC valve, then reset the idle.
