You have to know what the current draw is for the intended pump so a reasonable meter range can be selected.. About 1/2 scale is reasonable.
Look at the current meters used for trailer brakes as one possibility.
The electronics suppliers sell all kinds of current meters.
If you want to do these things, you have to do some custom work to attain the end results.

Here's the pitch for the device I was after - found on Corraldotnet. I think I'll give it a try.

Waterpump Watchdog

Many car enthusiasts run electric water pumps on their hot rod, but currently have no way of knowing if
their pump was working properly. Some methods have used LEDs that only monitored the power and
ground of a pump. If a pump failed (from an open circuit), the LED setup would still see power going to
the pump and not indicate a failure because it can not sense the current draw of the pump. Other
methods monitored coolant temperatures. There was no way of detecting if the pump failed due to an
open circuit, until it was to late and the motor had already started to overheat. Pump failure has always
been one of the major risks of running an electric water pump. Until now!

Our Water Pump Watchdog eliminates many of the risks when using
an electric water pump. The best way to monitor the operation of an
electric water pump is by monitoring the current draw of the pump
motor. The Water Pump Watchdog monitors current of the electric
water pump's motor. If the pump stops drawing current, you will then
get an immediate visual alarm from a 1/4 inch, 3 color LED. As an
added bonus, this system also monitors the voltage and the ground
connection of your electric water pump. If the water pump loses power
or if the ground connection is lost this system also gives you a an
alarm. You get a red light for loss of power, a yellow light if the pump
stops drawing current and a green light if the ground connection fails.
This system, having only 6 wires, is simple to install. We also offer an
optional buzzer for an audible warning.

Water Pump Watchdog
Our Water Pump Watch Dog system monitors your electric water pump's
operation giving you piece of mind. This system gives you immediate warning
of pump failure.

Yes, the relay must be connected to switched ignition power. My pump came as a nice little kit with the relay , fuse holder, wire and connectors, and maybe instructions, can't remember
Here's a diagram for the hook up - just put the pump in place of the fan pictured.
