Question Failed NYS Inspection

I took my 03 F350 V10 in for a NY inspection and failed. They told me the system was not ready to check. The print out said O2 sensor not ready and O2 sensor heater not ready. I have had a code P1000 showing up everytime I scan the DTC's. I have not cleared my codes, disconnected the battery or flashed the PCM in at least 6 months and I drive the truck everyday. I would think that 5000 miles of variable driving conditions would be enough to complete a drive cycle. Any idea on what I should do next?

dude i always have a p1000 i wish i knew exactly what the problem was, but that never caused me to fail the inspection...
good luck figuring out the problem, post your findings because i'm interested to see if i might have the same thing you have!

I just had a thought (Bear in mind that I'm no expert on the computer) but, is your battery weak?

You have been told what the problem is. Ox sensor faults.
A P1000 is telling that the computer cannot complete all test and sets the code to indicate this.
You won't always see a drivability problem from it because it is a test function.
A 1000 code cannot be cleared except by fixing the fault or doing a correct drive cycle "after" the fault has been fixed.
Some states fail for a 1000 code some do not.
One of the reasons why this code is instituted is so you cannot just clear the codes just before inspection with a problem present in the system, slide by, and not fix it with out being detected.
Again you can't clear a 1000 code by any simple cancel method, not even removing battery.

Actually, this is incorrect. A P1000 code does not indicate that any fault is present. It simply means that one or more of the non-continuous monitors mandated under the OBD-II system has not sucessfully run. You do not have any indication of any O2 sensor faults (from what info you have given), you simply have an indication that the O2 sensor monitors have not run. That is a huge difference that, if you ignore it, will cost you wasted money and time.

Follow it exactly and you should either get the I/M moniotrs to run or turn up additional diagnostic data.

Projectsho89 is correct. However, unless the battery has been disconnected in the last week, or the codes have been cleared recently, the P1000 code should have been gone by now. I've heard that some vehicles hang there for some reason... PCM issues, I think? ... no idea why.

What's incorrect about that? That is the same as what you said.

I figured it out!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! !!!

My truck was failing the NYS inpection because the NY computer was looking for the second set of O2 sensors that are not even there! The technician scans the barcode on the registration sticker and that tells the computer all of the info about the truck. All trucks with a GVW over 8500lbs are exempt from the OBDII test. Well guess what, mine was registered for 7000 and the GVW is 9900. For some reason the scan tool I was using was also looking for the two extra O2 sensors. So after 2 weeks of pulling my hair out and $100 in new O2 sensors and all the technician did was punch a few buttons on the computer to correct the info and I had a new sticker! I hope this helps somebody else with an inpection problem, I wish I would have known this 2 weeks ago, now I am bald!
