Fuel Injector Clips not completely on

I have a strong odor of raw fuel in the engine compartment upon start-up . There is no visible leaking. I did notice that all of the fuel injector clips on the passenger side (the odor is on the passenger side) were not/or partially clipped into the rail...
I had it into my dealer for this problem a month ago, and they said they could smell it, but couldn't find the source. I am not taking it back to the same dealer (https://www.f150online.com/forums/sh...d.php?t=228999) this time.
Today a neighbor was over and we got to looking and found the clips were not fully seated onto the tabs. Could this be my odor source?

Can't hurt to seat em, and find out.
