I had a problem with a noisey power steering system once on a Ford vehicle under warranty and the dealership overfilled the reservoir slightly to alleviate the problem. Also, it has been my experience that alternators make a whining noise in certain failure modes.
My owners manual states to use ATF fluid in the power steering pump..... Also I believe that Ford Power Steering pumps are just downright notorious for being loud.

you can hear it at idle, its not loud but you can hear it if you listen. it really wails accelerating from a stop.

alright, so after reading this thread and hearing about a whinning sound that is coming from my engine as well that didn't bother me to much since it wasn't to loud, but know my power steering fluid was way past the full mark.

I went out yesterday with a small bottle and sucked out enough fluid where it's between the MIN and MAX mark, I also noticed how brown (like dirl fluid) the fluid was. I don't know what power steering fluid should look like, but it's really ugly brown??

Anyway, to make a long story short, after taking fluid out, the whine is GONE! I couldn't believe it myself, but after driving a little over an hour yesterday I never heard the whine like I normally do with the window down!

thats odd......I reckon i'll mess around with mine tomorrow. mines just below MAX. i might change the fluid see what happens.

Wheres the best place to drain the fluid from the system? I see hoses running to the power steering cooler looks like the lowest point, is there an Oring or anyhting there that I will have to replace if i lossen it? How many quarts of Mercon will I need?

You could use a turkey baster to suck up fluid after removing the cover. You could do this several times and get most of it. I believe the carbon vanes in the pump turn the fluid black.

pull the fluid out, fill the resevoir, run and repeat?

this is the first time i've ever heard of anyone changing their power steering fluid for the sole reason of changing the fluid and not actually having any problems with it.

look, it sounds like a little car driving in reverse when i drive down the road. It really bothers me. I'm just trying to see if I cant quieten it any......

could there be air in the system? I've pulled and replaced w/ Mercon ATF sound still remains... , i know the dealerships gonna charge me out the *** just to look at it. I'm trying to narrow it down.
