Save your money. Use a paperclip or other short piece of wire.

Ignore the part about the test light and the voltmeter. Just connect the jumper, sit in the driver's seat, turn the ignition to RUN for KOEO or start the engine for KOER, and count the CEL flashes to get the codes. Of course, the CEL bulb must work first.
It may take a few times to get your timing down, but once you learn how, it's pretty easy.
Once you have the codes, look them up by following the links on the same page. They will help point you in the right direction.

OBD I was not the best designed system for codes. I had nine (9) codes on my 89 Mustang 5.0 years ago, and no CEL light.
You can do the paperclip thing, its more than $30 worth of pain in the @$$ though.
